UCLA School of Law is pleased to present a talk with Professor Kirk Stark, Barrall Family Professor of Tax Law and Policy. Professor Stark regularly testifies on state and local tax policy before the California state legislature and has also served on the Board of Directors of the National Tax Association, a nonpartisan organization founded in 1907 to promote the study of tax policy and public finance.

Professor Stark will discuss the "Schools and Communities First" initiative -- the most significant reform to California's famed Proposition 13 since its passage in 1978 -- that is scheduled to appear on the November 2020 ballot.
